【摘要】 宋代災(zāi)荒頗多,社會中富民這一階層在災(zāi)荒時期也發(fā)揮了不小的作用。富民參加災(zāi)荒救濟活動分自愿參與和政府強制參與兩種形式,但不論是何種形式,富民的救濟活動應(yīng)該在政府的宏觀調(diào)控下發(fā)揮功效,過分的夸大富民的作用以及一味的剝削其財富,都會使社會矛盾激化,最終使政府處于艱難的境地。

Abstract: The Song Dynasty was a period when quite a few disaster were happened,the Government operated kinds of policies to relief the disaster.Meanwhile,the rich men played an important role in the relief activities.There were two ways of the rich men took part in the relieve activities,one way was the rich men s own accord,the other was the government s force.However,the Government should regulate the action of rich men s relief supplies,both relyed on rich men and squeeze their wealth excessively may bring people into conflict,finally put the Government into the poor situation.
